House FY2026 Mark

Last night, the House Appropriations Labor, Health and Human Services, Education, and Related Agencies Subcommittee, advanced their version of the FY2026 spending bill. The subcommittee passed it out of subcommittee on party lines. The Majority released this press release summarizing the bill and the Minority released this press release condemning the bills.

The House’s proposal is quite troubling, as the cuts go further than President Trump’s budget request. It proposes to eliminate HIV prevention, and all Ending the Epidemic Initiative funding. It includes a block grant for hepatitis, STD, and TB programs and significant cuts to the Ryan White HIV/AIDS Program. The mark does not create the Administration for Healthy America, leaving current structures intact. A detailed analysis is below.

Next week, the full Appropriations Committee will consider the measure. The House and Senate must reach agreement on federal spending by September 30, or the government will shut down. A chart comparing the House proposal, the Senate proposal, and the President’s Budget request is attached.

Centers for Disease Control and Prevention (CDC)  

Division of HIV Prevention

The House mark proposes eliminating all HIV prevention activities, including Ending the HIV Epidemic Initiative funding, at CDC. This is a decrease of over $1 billion dollars.  This would impact all federal funding for health departments, community-based organizations, and surveillance programs.

Viral Hepatitis, Sexually Transmitted Infections, and Tuberculosis Prevention

The mark proposes $353 million for a consolidated grant program to address Viral Hepatitis, Sexually Transmitted Infections, and Tuberculosis Prevention. It is unclear, at this time, if the Opioid and Infectious Disease activities are included in this grant program.

Center for Injury Prevention

A cut in funding of about $106 million for the Center for Injury Prevention was proposed.

Health Resources and Services Administration (HRSA) 

Ryan White HIV/AIDS Program  

The House proposes eliminating Part C, Part D, Part F, and Ending the HIV Epidemic Initiative Funding of the Ryan White HIV AIDS Program. The mark allocates flat funding for Part A and B.

Bureau of Primary Care 

Ending the HIV Epidemic Initiative Funding at the Bureau of Primary Care was proposed to be eliminated.

Title X Family Planning Program 

The Title X Family Planning Program is eliminated in the proposal.

Secretary’s Minority AIDS Initiative Fund

The House proposes $20 million for the Secretary’s Minority AIDS Initiative Fund, a decrease of $40 million.
