Shams Nikokar, B.A.

Shams Nikokar (SHA-aMS NEA-KOO-KAAR) is a Senior Manager of Grants on the Risk Assessment & Compliance team. In his role, Shams provides technical assistance for Grants and Compliance staff in performing a variety of pre-award assessments and post-award monitoring activities, ensuring NASTAD’s compliance with donors and promoting compliance goals and objectives, and enhancing the internal sub-award policies, procedures, controls and related practices.

Shams has over 18 years of experience in grants and contracts management, internal audit and compliance-monitoring of the prime awards and sub-awards oversight, and technical expertise in financial and donor reporting of award management in the non-profit. Shams obtained a B.A. in Finance and completed level I-IV of The Federal Acquisition Certification in Contracting (FAC-C) Program from the Defense Acquisition University (DAU) and Federal Acquisition Institute (FAI). Prior to NASTAD Shams worked as an Acquisition and Assistance (Cost, Price & Audit) Specialist with the United State Agency for International Development (USAID) mission where he developed an understanding of USAID/CDCs’ rules and regulations.

Shams works remotely from the DMV area in northern Virginia.
