Job Description: Manages and provides day-to-day leadership, development, and direction for complex, multi-faceted statewide HIV prevention and care program. Provides leadership and directs subordinate managers and staff. Provides direct fiscal and administrative oversight of HIV prevention and care program activities.

  • Directs a comprehensive statewide HIV Elimination program for the state of Georgia. Plans, organizes, develops, and directs the implementation of day-to-day activities for a multifaceted statewide public health program.
  • Works in collaboration with the state and local public health staff and DPH leadership in developing and implementing program strategy and activities.
  • Collaborates across programs within public health to collectively improve the health of Georgians.
  • Meets with community-based organizations and advocacy groups to provide technical assistance and policy clarification regarding the state’s policies and programs related to HIV/AIDS.
  • Promotes positive community awareness regarding services available and 2-way communication between advocates and the program.
  • Directs the day-to-day monitoring and evaluation of HIV prevention and HIV/AIDS patient care services in 18 health districts statewide and ensures compliance with CDC and HRSA guidance and federal, state, and local statues.
  • Assists the Director of Infectious Diseases in collaborating with local and state service providers to better integrate HIV-related systems and services that support program.
  • Assists the Director of Infectious Diseases in coordinating the goals, objectives, and activities of the HIV/AIDS program on an intra-agency or interagency basis with state and local agencies and with the Centers for Disease Control and Prevention, Health Resources and Service Administration of the Department of Health and Human Services and other federal agencies that relate to the achievement of program objectives.
  • Administers a $100,000,000+ budget that enables the state to provide HIV prevention services, HIV counseling and testing services, purchase ADAP medications, and provide medical care to eligible citizens of Georgia.
  • Plans, prepares, and administers the program budget including the preparation of federal grant applications and the fiscal accountability process for general revenue funds and federal categorical grant funds.
  • Seeks out additional opportunities for federal and non-federal funding to enhance and broaden programmatic activities, in coordination with the Director of Infectious Diseases.
  • Manages supplemental grants as needed, ensuring all deliverables are met and that all federal reporting is submitted by the federal due dates.
  • Trains, monitors, and evaluates the performance of each direct report, based on DPH policies and procedures. Makes recommendations for program and staff changes and improvements.
  • Directly oversees the establishment and implementation of performance measures for HIV program staff. Interprets and enforces personnel policies and procedures. Oversees hiring and /or termination decisions in consultation with Human Resources. Assesses staff training needs.
  • Delivers speeches and lectures before professional and community groups.
  • Travels as required in performance of duties.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
