AIDS Drug Assistance Program (ADAP) Cost Containment Considerations

The Ryan White HIV/AIDS Program (RWHAP) Part B AIDS Drug Assistance Programs (ADAPs) face increasingly challenging fiscal constraints which may lead to budget shortfalls. This is due to a combination of factors including federal funding maintained at the same level for a number of years, shifts in state general revenue availability, and changes in opportunities for generating revenue from rebates or program income. To remain sustainable, ADAPs can explore various cost containment strategies to ensure they can continue providing services to low-income people with HIV.
