NASTAD's ADAP Watch tracks the current and projected fiscal health of Ryan White HIV/AIDS Program (RWHAP) Part B AIDS Drug Assistance Programs (ADAPs) to providing essential data on cost-containment measures as programs navigate an increasingly complex fiscal landscape.

ADAPs continue to serve as a vital safety net, providing life-saving HIV treatment to low-income, uninsured, and underinsured individuals across all 50 states and multiple U.S. territories and jurisdictions. However, federal funding has remained relatively stagnant over the last decade, while client enrollment and healthcare expenditures—including prescription drug costs and insurance premiums—continue to rise.
