This guide is intended to assist AIDS Drug Assistance Programs (ADAP) that function within state health or social service departments to prepare emergency plans in response to possible disasters; in particular, the guide’s provisions are intended to ensure continued access to HIV medications for individuals served by ADAP. The guide should be used in collaboration with existing emergency plans of state health departments or broader state governmental agencies.

Impact of State Budget Cuts on HIV/AIDS Programs
|
NASTAD conducted a survey of state health department HIV/AIDS programs in February 2009 to determine how state budget cuts are affecting HIV care and treatment, prevention, surveillance and viral hepatitis programs. Thirty-seven (37) states responded to the survey and this summary details the impact that state HIV/AIDS programs are experiencing as a result of state fiscal crises.

2006 Rapid HIV Test Assessment Report
|
NASTAD has long supported rapid HIV testing technology and was among those organizations instrumental in advocacy to obtain Food and Drug Administration (FDA) approval of rapid testing technology along with the Clinical Laboratory Improvement Amendments (CLIA) waiver that allowed their use without regulatory oversight, particularly in non-clinical settings. With the approval of this technology, health departments have implemented rapid testing in high-risk and other settings, resources permitting. Shortage of resources continues to further constrain implementation of rapid testing technology, in spite of the effectiveness and successes associated with it. In May 2006, as means to help guide policy and future HIV testing programs in the U.S., NASTAD conducted a survey of state and directly funded health departments.

This video, about the role of the AIDS Drug Assistance Program (ADAP), profiles several ADAP clients who receive HIV/AIDS drugs through the program and others who are on a waiting list. It features interviews with state officials in South Carolina and Michigan, highlighting the importance of ADAP for people with HIV/AIDS, as well as challenges the program faces. The video was produced by the Kaiser Family Foundation and first shown on April 10, 2007 at an event to release the 2007 National ADAP Monitoring Report.
